The agency is the successor organisation to the Learning and Skills Council and, with the exception of Higher Education, is responsible for all Government funded post-19 education and training. The Skills Funding Agency is the lead organisation for delivering the 2006 "Leitch Review" vision of world class skills in a demand-led system. To do this it is charged with prioritising skills training to match the needs of employers and individuals. This will replace the historic model characterised by some as supply-side delivery focusing on the capacity and priorities of providers and funding bodies rather than the preferences of employers and individuals.

The main role of the agency is "to route funding swiftly, efficiently and securely to Further Education (FE) colleges and other providers, primarily in response to customer (employer and learner) choice on programmes such as Train to Gain."
